I typically go with the 10% rule.Number of stars in the galaxy: 100 billionFraction of stars with planets around them: 10%Number of planets around the stars that can support life: 1Fraction of those planets where life actually evolves: 10%Fraction of those planets that communicate: 10%Then keep the 10,000 years for life of that civilization.Now, this is kind of based on Earth and our solar system. There is either 8 or 9 planets in our solar system, depending if you believe pluto is a planet or not. I say it is, so we round 9 up to 10.
