Well, yes, but that's not PHP. It looks like he took it out of a psuedo-code example and added a <?php tag to the beginning. He has assignment operators with nothing to assign the results to, invalid resource identifiers, and missing arguments.

phpBB 3 will be probably released late this march or next month as seen in phpBB website. One can upgrade it I suppose.

Dear why don't use FTP managers... Do you have a proxy server in your institution??? Then you can use http://www.net2ftp.com/ to bypass the server and uploaded to directory assigned by you and with permission... Either you can install in your site...
