I have 6000 downstream and 600 upstream since some weeks (600 kbs down/58kbs up), and I find this really fast. But is anyone really interested in what speed we have? So you can either upload or download with 7kb/sec max, but if you download and upload at the same time, it will be shared.For me 4096/640.... weird huh? 640, it's not a result of 2^x, like 128, 256 or 512 ....
