Here's a US description of what constitutes fair use for quoting and using others' material. Also when you are writing and including quotes of the work of others you should credit or at least link to the original source.Your own writing should be the main element of your article and quotes should only support it unless you are writing about that specific piece of writing (and not what it refers to).
