you do have 99 subdomains...and guangdian you only have used:Subdomains 8 / 99

if you download vbulletin i think you get some kind of instruction, how to install itmost of the time its just running the install.phpand setting some CHMOD's

its something wrong at ur place, i checked ur cpanel and it worked for me...
