I Can Not Log On In My Control Panel It says there that it is forbidden

I can not log on in my control panel.

It shows up this message:

ForbiddenYou were denied access because:Access denied by access control list.

Can someone explain this to me please.

I can now enter in the control panel.I still can't create databases, it says there that i have no privileges.I really need to create databases, is this going to be fixed soon?
