Can you explain your question more clearly? You can use PHP to do a redirect, but if you want to integrate that with nuke or mambo however, that'd be harder.

First of all, every effect dealing with blurring or pixelating or anything like that on images is IE specific. Meaning it won't work for anyone using mozilla/ff. That being said, I believe there are a set of CSS filters which IE implements for images. Try googling 'IE CSS Image Filters'

And yes, HTML will work anywhere, since it's run by the browser.

Yeah, I use PHP Designer 2005 too. It's the best I've found, but I'm still waiting for one which has PHP, Apache, and MySQL built in, and is free. Anyone have any suggestions?
