I think you should concentrate on getting members first. For CS, its 5 people minimium. A simple forum would suffice, although you can do a website. You probably wouldn't need a server, if you can book one, because servers are expensive to rent out or buy, or lag if your hosting out of your own connection (unless you have a good connection ).
