The safest option is to just Windows shutdown in its own time. Forcing it to shutdown can cause complications later as it forces open programs to exit immediately and would result in possible data loss.The registry setting ClearPageFileAtShutdown is more of a security option. It replaces the data in the page files with zeroes to prevent other processes from accessing the data in the page file. I suppose if you are fine with turning off a security option to increase shutdown speed, you may as well go ahead and tweak it.
