I'm also having the same issue with sata drives and w7. I tried:

bios delete (remove battery)

swapping cables

swapping drives

cant change config on master/slave

swapping power cable configs

installing w7 on different drives

 

solution:

if I leave the w7 boot disk in the drive, it loads up fine.

 

I can only guess the problem is a conflict between ntfs and w7. Nothing much else makes sense.
