I'm Having A Strange Problem With My Ping In Cs:s

hey I have like 150 fps and really good ping on icelandic servers (I live in iceland) but sometimes , happens in every round I lag like for 3 sec and then my char loads back like 3 sec. Say I throw a grenade and than I lag and I get back and I'm still holding my nade and need to throw it again. When this happens my choke and loss get higher and go to like 20 then go back to 0 - 4 , this is really annoying any help for this ???
