How International Internet Bandwidth Of A Country Is Calculated?

Please look into this:

The total bandwidth of Taiwan's north-south backbone broadband network had by the end of June reached 1,740Gbps whilst its international Internet bandwidth stood at 97Gbps at the end of September.

How the above thing is calculated??

How about posting the full article or link to it? A snip from an article does not provide with a full information to conclude.However, by the content, they are tallying the total bandwidth *within* Taiwan's own backbone--intranet. Where the international traffic--visiting internet sites--total shows 97GB/s.But unless seeing the full article, this is only a part of a conclusion.
