Such a picture is where an optical illusion of depth is created from flat two dimensional pictures is called a stereogram. There are some practical uses also for stereograms including use in 3d movies, to create 3d landscape from 2d pictures ( Mars rover used it ), clinical uses to find out about vision disorders etc. More information on wikipedia.
