Ok, I applied for a website a while ago. I worked on it for a while, but then left it alone for a while. I come back and find it gone. No biggie. My question is, should I post in the new webhosting accounts or upgrade since now I have 30 credits?

Since your previous account has been terminated, you will need to reapply for a new account--as though you are applying it for the first time. You may choose to go with package #2 if you need the space and allowed bandwidth per month. Otherwise you can start with package #1. You know how it goes. But since you have 30 credits already, post bit more and go ahead and apply for #2.Welcome back!
