Either Gimp or Photoshop. It's your choice. Photoshop is better and is easier to use because other people use it. Next is Gimp which is free and ok.

Bleh, I don't even use the site in my sig, I should prolly take it out. And it has been a while since I have used photoshop. I need to get back into it and then I will start making sigs.

It looks like a simple pixel font set to the same color as the background with a 1 pixel stroke. Anyways if you are looking for fonts I recommend http://www.dafont.com/de/
