So if a website is hosted on a good server and it has limited bandwidth the worse that can happen is that the bandwidth will run out. Then the website will not be shown anymore. This is totally different than the server crashing due to the amount of traffic coming in.

I would say learn C first. Yeah like another poster stated it should be c++. Java is based on c++. It was designed to eliminate the overly complex features that c++ had. Both languages are powerfull and pretty much do the same thing. However, java is just simplier to use.
