How To Convert Image To Icon Without Losing Quality? Using C# and .Net Framework..

Hi All,How to convert Image to Icon without quality using C# and .Net Framework(Not WPF)?..I tried some methods in my workplace .I never got a better answer for this..Most of the post saying it is not possible.can anyone answer this.I tried to save the image to icon using Image.Save(<output filename.ico>,ImageFormat.Icon).But it not displaying the image of icon. it is simply saving as an image(like jpg,gif etc)..when using the Icon.save(filestream) it will save as icon,but the quality of image is too bad.How can i resolve this??
