Browser based game...Build Your Own Adventure, New Browser Based Game

Hello. I will try to make this short. I am looking for a system that will allow me to make a browser-based choose your own adventure type game...With no strings attached...Will own full rights to work when complete (via license or something)...Can be published on any domain server I want...Works on multiple browser platforms...I don't suppose you know of any software/system that can accomplish all of that?
