ISO from Internal Hard DiskBurn Iso To Hd?

 I was thinking, if I have only one hard disk, with 2 partition. Could I specifically want C: drive to boot instead of D:, or the other way round. Cause my idea was making another partition to boot the ISO of Window XP installation. Use it to reformat the another partition.

Is there some program or method to do this ? As far as I know, bios only allow you to choosing boot by "hardware", not drive. Which it can only choose a hard dis, not C or D local drive. Wanted to use USB installation, but my PC can't boot them (probably old type)
