Can I get Bluetooth on my PC for Free?Bluetooth Software

I was wondering if I could download a bluetooth driver to my PC for free? Do I could use the Wiimote on my PC, or connect it to my phone(LG CE110). So is there any way to download a FREE Bluetooth dongle that will work with Windows Vista Home Premium, and with my LG CE110?If there is a way, Please send a link to download, and a tutorial Please?
