What Was Toronto Thinking In 1923?

Recently, I was working on my science project on Transportation of Toronto (since I'm from Toronto) and I borrowed The TTC Story - The First Seventy-Five Years

 

I was working on my Science project on transportation. So, I rented some books for information and I found this picture from The TTC Story - The First Seventy-five Years

I was thinking, either the city planner wasn't thinking straight or are the citizens too hyped up for a public transportation?
