If you check mods (modifications) section in phpbb site - https://www.phpbb.com/mods/ - you'll get your answer easily. You should read their FAQ - http://forums.xisto.com/no_longer_exists/ - to get a general idea of what you'll be working with.

He wants to install modifications (also known as hacks) to his phpbb forum. Some common ones you may have seen are like the shop hack...Where you get points for posting and you can buy little things in the shop with them.

 

They can also be used for adding little features in here and there..... I would definatly agree with what ket said, thats good info....
