Google is changing their conditions for getting accepted as adsense publisher. Having a hosted web site with some contents, was enough about 2 years ago. You should look for the latest at adsense site.

Erm. it's not hard to get adsense approval. they only decline you if your site looks unfinished. I've had about 3 sites I submitted at adsense. all approved.... even when I used freewebs >_<
