Installing Joomla And Shell Question i get error when i trayed to install joomla i get some

i get error when i trayed to install joomla about the default premising

i have set the file premising to 777
and to 755
and the same problem
what to do
where to fix this

and in my hosting plans i did see shell access but i cant it at my cpanel

why ???
