I followed all steps correctly but while starting server i get error as "unable to load authentication library" pls reply how to fix this error

I recently got started using a D3430 from https://www.wowforbusiness.com/ , does anyone know what percentage will be needed to run a standard CS game?

Well, i perfectly created the Dedicated server for CS 1.6, but it cant be added to favourites... that is the biggest problem! i use the console to connect, to my Lan ip, it works. but when i give external ip to my friends, they say they cant connect!!!PLZ help me with this one...
