with the font layer selected while holding Ctrl press Enter to make a selction around the font

go to Layer > Flatten image, after the image is flattened go to Select > Inverse

the next step is to crystallize the text

go to filter > Pixelate > Crystallize ( set the cell size to 5 )

again go to Select > Inverse

now we need to add some noise to the text so go to Filter > Noise > add noise

(select gaussian , monochromatic and set amount to around 70 )

now you should have something like this

now for some blur , go to Filter > Blur > Gaussian blur (radius 2)

well almost done ..

press Ctrl+D to deselect the selection

go to Image > Adjust > Invert

now go to Image > Rotate canvas and select 90 CW

go to Filter > Stylize > Wind

set wind direction from left to right

now we need to rotate the canvas, go to Image > Rotate canvas and select 90 CCW

go to Image > Mode > RGB

to adjust the hue saturation, go to Image > Adjust > Hue saturation

click colorize

set the saturation to 100 and lightness to -5

and that is it you are done !
