There is a software out there, called FreeRip. Its basically a shareware CD ripper.BUT, who cares about that. A sub-part of this little beautiful program is it will do Batch Compressions of MP3's down to 1/3 of there regular size. If your mp3 is 20mb, it will come out like 7mb. Save my life once. You could try Acoustica Audio Converter PRO. That's what I use. Not only can it compress MP3s, it can also convert WAV's into MP3's, mp3s into wma, etc... A lot of stuff .

No, the quality will be inferior... since all it does is change the bitrate in order to get it smaller. But let's say you have a 192kbps mp3, you could save 2-3 MB by changing it into 128kbps. And the sound quality will be almost the same, depending on your ears

Or you could just use iTunes and .mp4(AAC0 compression which, at 128kbps, sounds as good as .mp3s at 196kbps.
