I am making emails for other people, how do they log in to check there email for horde?

They type in the URL:

http://forums.xisto.com/no_longer_exists/

and they will come to a prompt to enter their username (email address) and password. Once they fill this in and get to the webmail section on cPanel - they can choose horde and check their emails.

and you got to install horde b4 users can login using it

Horde is installed as default on cPanel
