You can't offer free hosting with the reseller accounts here:

4. No Free Hosting Allowed
If you run a reseller on our server. You are not allowed to host free web hosting accounts.

I agree though, it would be a good idea if someone did this, but they would have to own a reseller account on a different server.

well the amdin wont know that theyare giving free reseller so..

I got this email when I asked them why we weren't allowed it:

Because if you going to open free hostingservice you will get us shutdown because I already try offering that
and the datacenter took it down because there were illegal files. A
free hosting member will not care if the account get shutdown because
they have illegal files. Trust me I already tried it before.
