For practical reasons, this allocation is delegated to 4 regional bodies: APNIC (Asia Pacific Network Information Centre) - Asia/Pacific Region ARIN (American Registry for Internet Numbers) - North America and Sub-Sahara Africa [url=http://forums.xisto.com/no_longer_exists/ (Regional Latin-American and Caribbean IP Address Registry) – Latin America and some Caribbean Islands [url=http://forums.xisto.com/no_longer_exists/ NCC (Réseaux IP Européens) - Europe, the Middle East, Central Asia, and African countries located north of the equator These regional bodies decides which companies can assign new IP-addresses, and it is those companies you have to buy from. You can assign IP-addresses yourself on a lan. But you have to use the number-groups set aside for this purpose. There are a few but the most widely used is the 192.168.xxx.xx range.
