AUDACITY. google it up. it's free open source software. quite powerful. u have to manually install an mp3 encoder tho (free) because of legal issues, but it's worth it. audacity can add echo and slice audio and mix tracks together and lower pitch and increase tempo and remove noise and all manner of things. u can even edit the audio at the waveform level, with a little pen tool that lets you "draw" the sound.

Musicmatch Jukebox is a media player and also allows you to convert between WAV/MP3/MP3Pro. I really don't like the media player function, though, so stay away from this. Really, don't download this!
