Set up an account? What do you mean by that? You can't create mysql users and give them privileges or what? I don't really understand your problem.

I am assuming that you are talking about the fact that this "webserver" that you are talking about is a "local webserver"? If that is the case, it would be nice to know what kind of webserver you are using right now. As far as I know, there are three main ones. WAMP, MAMP, and Xampp.I personally use MAMP, because I use a Macintosh computer. And I believe that WAMP is the same as MAMP, apart from the fact that it is used on a Windows server (hence the "M" in MAMP and the "W" in WAMP). If you are using the Xampp program, then I won't be able to help you.If you have downloaded the MAMP/WAMP program successfully, through a tar.gz file or something like that and it is now installed on your computer, when you open up the start page you should be able to find the phpMyAdmin on the default start page. And if you click the link there, you will be taken to it. Let me check my files and folders...As I said, I use the MAMP webserver program, and I haven't had any experience with WAMP or Xampp, so I might be wrong... When you download the program, and unzipped all folders if you have to and you haven't already. In the "bin" folder you should find so phpMyAdmin files. I found two folders related to the phpMyAdmin on my computer, and they are the "phpMyAdminforPHP4" and the phpMyAdminforPHP5". If you do not have these files/folders, then you might have to consider using another program. In my experience, I have initially downloaded the Xampp webserver software program, and there are some files missing in the application, and therefore I couldn't use it. So I am thinking that you might be using Xampp. If Xampp doesn't working for you, try WAMP or MAMP.Also, if you go to bin > mamp (like I said, I use MAMP) you can find the .php script for phpMyAdmin. I hope that helps. I haven't exactly gone through all the files yet, so I don't think that's all there is. But I highly doubt that you are using MAMP, so I'll wait for your reply first... :D

Probably, simply the database service is not started, or no database has been created yet.
