Try this:

<a href="./website/folder/index.html">Photo Album</a>

or

<a href="http://your URL here/website/folder/index.html">Photo Album</a>

Can you type the full URL in your browser and pull up the Photo Album page?

You have to have the link point to a page that is already online, or I think you have to publish the site correctly. Instead of typing out the link try dragging it onto the page from the folder list, thats what I do in Frontpage.

dragging would not work if they are not using frontpage/dreamweaver.I use notepad and I am unable to drag, most online web editors do not allow you to drag. The issue they are having is they are trying to hyperlink to a nonexistant folder/file. Once they upload the correct files the link will work.
