Get yourself a copy of the Visual C# Express Edition IDE from the Microsoft website.

Then, look up these tutorials from Microsoft:

If you get caught up in the example, buzz me or post in the forums for help.

BTW, why don't you create your academic project in PHP? It's very flexible as a language and pretty much all the functions you need are available out-of-the-box.
