Help Me With C++ I need help if you can offer it

I want to know if I can or cant make a packet editing programs with C++. Examples would be KiPe or WPE pro. if its too much or not legit then please tell me or delete my post

Laws are different from country to country .. but I don't think its legit in any of the countries .. so no we can't teach that.. Although I wasnt able to find these softwares , but yes CPP can capture packets, but you need to know socket programming properly .. there are ways
