Well, if you have no programming language skills and really don't want to bother buying a book or two or taking some courses in order to learn them thoroughly, I'd recommend Game Maker. It has the capability of letting you create a game without writing a single line of code. At the same time, however, it has a built-in programming language that is very easy to learn, and very powerful. So once you get comfortable using the software, you can use the programming language to have complete control over your game with endless possibilities. Game Maker does support the creation of 3-Dimensional games, but you're obviously not going to get the same quality as commercial games. Best of all, it is free and there are no restrictions on whether you sell your game that you create.

also what type of game are you talking about.. are you just looking to create something like a java type game or are you looking to focus on graphics animations, that side of the gaming..

The quickest way to get started is to look at existing games. I'd suggest you take a look at a couple of OpenGL-based Hello-World-style programs and then look at open-source games that use the OpenGL library.

Creating a game can take anywhere from a couple of weeks to a few years. Grand Theft Auto San Andreas took 3 years of development, and they even had their code from previous versions to build upon. If you want to take the 'quick' path, you can simple create new maps for existing games. You can find some guidelines in the 2-part series called Beginning Level Design here:
