Go to Filter > Noise > Add noise as below: http://forums.xisto.com/no_longer_exists/404.png3. Type anything you like in color #003a66 (here is Xisto)Duplicate Layer Text, choose color #afc475 for layer and move it as below4. Rasterize Type the 2 layers5. Right click on the first layer and choose Blending Option > Stroke and select as follow: 6. Ctrl + E7. Filter > Noise > Add as in step 28.
