I am not sure if i understood you well. Do you want to create a list with background-images for each li. Each "li" element contains also text?

 

<li id="home" >home</li><li id="about" >about us</li><li id="links"   >links</li>

In CSS file:

#home {	background: url(./images/image.gif)  no-repeat;}

....

..

.
