1: Start a new image 6 by 1.5 inches

 

2: Press D

 

3: Select your paint paint fill bucket and fill your area with black

 

4: Next render>Lens Flare your lens flare should look like this.

 

5: Next you want distort>ripple and do this

 

 

6: Next you want to filet>pattern maker. Have your setting as these and then click generate.

 

7: Next blur the lines of the images so it looks like this.

 

8: Add hue/saturation if you want. Not though that a bright color may make your blured lines visible.
