Feel free to change any of the things listed. I'm not gonna limit your abilities to this.

1. Open up Adobe Photoshop (duh)

2. File<New Any Size works

3. Press D to reset colors

4. Filter<Render<Clouds

5. Filter<Render<Difference Clouds

6. Filter<Pixelate<Mosaic

7. Filter<Sharpen<Sharpen

8. Press Ctrl+F 2 times

9. Press Ctrl+U

10. Check Colorize

11. Move the tabs to whatever you like

12. Your done!

It's really cool for backgrounds for sigs and stuff
