How to turn a picture of an actual person into a cartoon...(1) Filter> Blur> Gaussian BlurSettings: 9px(2) Press Shift+Ctrl+C now in Mode set it to darken and opacity to 100% if it isn't already.And that's it! Simple, eh?

It didn't work for me.. Basically I only get a blur image in return. Didn't look anything much like a cartoon..

That worked pretty well! If done right, you should have gotten a fairly cartoon-ish picture. Here's a before and after of a rapper friend of mine.

thats not even close in cartoonish but it does look nice with the no body attach to the head and hands though.

It's semi-cartoonish at best. It's just a quick way. I know there's a few better ways but I can't remember them offhand. Good-tutorials.com has several though.
