Cpanel Raw Acess Log how to read them

This is just 2 lines of the log I downloaded for my site.First off how do I tell what time zone is it in and is there a way to change it so it it outputs correctly in my timezone by default? Is there any other options to choose the format of it?

Unless I am mistaken, the format of the Time/date is a typical format used in the World wide web.
The date is 03/Jully/2008, of course, and the event occurred at 15:38:08 of the timezone GMT -0700 hrs, which is the time zone for the Western Coast of USA (California) where the Server is located.
