Transferring Plan/number Stupid Instructions...

Hi, I just bought an enV and I already have a Verizon plan on another phone, I was wondering how to transfer my number (I know that you have to pay $10 to send over your phonebook, I'm talking about the plan). The instructions tell me how do do everything BUT activate my phone. It even goes into detail about "when making an emergency call, please check to make sure that your phone is on".
