Tobisha Notebook Graphic Problem

I just recently dug up one of my old notebook computers and found out that there is a known graphics problem with the toshiba laptops. The monitor has a wavy and distorted picture to it and its very hard to move the mouse around. The cursor will start to fade in and out and all of the moving objects will be very blury. Now i understand that this is an old laptop and it may be suppose to have a blury video output, but the mouse fading shouldnt be happening i thought. Until i read up online that alot of the same models and even newer models are having this problem. It does not show up right away when you first get the laptop but it is installed with a faulty video card that is easily damaged and then can cause the same side effects. Does anyone else have this problem or know any information about it?

Notebook modle
Graphic card
Operating system,
i have a Toshiba notebook as well, but as you listed yours is older could you list the manufacturing date if you know it.
If you can get all that information i may have a solution to your problem.
