AeroBlack 0 Report post Posted November 27, 2005 Leaders of Iraq's divided Shi'ites, Kurds, and Sunnis called yesterday for a timetable for the withdrawal of US-led forces in the country and said Iraq's opposition had a ''legitimate right" of resistance. The final communiqu?, written at the end of three days of negotiations under the auspices of the Arab League, condemned terrorism. But participantsacknowledged the Sunni position that insurgents should not be labeled as terrorists if their operations do not target innocent civilians or institutions designed to provide for the welfare of Iraqi citizens. The participants in Cairo agreed on ''calling for the withdrawal of foreign troops according to a timetable, through putting in place an immediate national program to rebuild the armed forces ... control the borders and the security situation," and end terror attacks. The conference was attended by Iraqi President Jalal Talabani and Iraqi Shi'ite and Kurdish lawmakers, as well as leading Sunni politicians.Sunni leaders have been pressing the Shi'ite-majority government to agree to a timetable for the withdrawal of all foreign troops. The statement recognized that goal, but did not set a specific time. This reflected the government's stance that Iraqi security forces must be built up first.Yesterday, the Iraqi interior minister, Bayan Jabr, suggested that US forces should be able to leave Iraq by the end of next year. Jabr said that the one-year extension of the mandate for the multinational force in Iraq by the UN Security Council this month could be the last.''By the middle of next year we will be 75 percent done in building our forces and by the end of next year it will be fully ready," he told the Arab network Al-Jazeera.In Egypt, the final communiqu?'s attempt to define terrorism omitted any reference to attacks against US or Iraqi forces. Delegates of varied political and religious views said the omission was intentional. They spoke anonymously, saying they feared retribution.''Though resistance is a legitimate right for all people, terrorism does not represent resistance," the document said.''Therefore, we condemn terrorism and acts of violence, killing and kidnapping targeting Iraqi citizens and humanitarian, civil, government institutions, national resources and houses of worships," it added. The final communique also stressed participants' commitment to Iraq's unity and called for the release of all ''innocent detainees" who have not been convicted by courts. It asked that allegations of torture against prisoners be investigated, and that those responsible be held accountable. The statement also demanded ''an immediate end to arbitrary raids and arrests without a documented judicial order."The communiqu? included no means for implementing its provisions. This left it unclear what it will mean other than a symbol of a first step toward an agreement in principle.
ongnoai 0 Report post Posted November 28, 2005 Well, aeroblack, judging by the way Sadam's trial was again postponed, with two of his attorneys killed of late, I feel rested this communiqu? describes perfectly how things are going to last, i.e. nowhere. In my layman's views, this is a lot of words to say next to nothing, but I haven't gone through the fine print. Saint_Michael 3 Report post Posted November 29, 2005 what ongnoai said us troops are not going to leave iraq not when most of the government officials are still making money, i think by the time we do leave we could see a vietnam death toll of over 60,000 or our country goes into major debt over this war and pretty much condem the lives of everyone here for anyone to come and gain some land and resources as well.that not theory thats fact about whats been going on in the last 4 years, if we just left iraq alone we wouldn't be having these problems, but no bush need a excuse to finish up poppy bush mess in 91.with the way things are going the us will have to build up a active army of 1 million againor hell reinstate the draft just to finish this war. i think that was the first mistake clinton did was reduce the military from over 1 million to less then 500,000 for active service just to save on money when they knew this crap was happening. for the last 20 years. to many secrets and not enough truth. saga 0 Report post Posted November 29, 2005 Like almost every other government US government is a government of lies... deception and corruption. It runs deeps in its system in which the elite rich profits and the poor becomes even more poor than ever...in the case of withdrawal of US troops in IRAQ, it is an imposibility... BUSH Regime needs troops in Iraq to control and profit from Iraqs oil, not in an old fashion way ( through occupation) but by show of might, political manipulation, economic pressure and other manuever that US government has been applying to other states specially the third world country like my own country Philippines....the new era of colonization is a case of deception.. you do not need to have a 100,000 of your troops to control a state but all US needs is an economic superiority, political manuever and a little military power combine with espionage... and this can bee seen in a lot of nation in which US government are influencial...just think of it... a small of US troops here in Philippines does not want to leave the country when there is no major war fought war here but only a civil war which is internal in nature. do you think US troops in Iraq will pull out when there is a great war fought in the country... what makes it great is, its shows the true face of a Terrorist Imperialist Government (US government) in the 21st century...
