Well! Being new to this forum, I must tell you what made me to be here. Its my damn interest in Web Designing. Though I am not much experienced in this field yet, I can give a few resources who are starting of late.
First of all, to design a website, you have to know how to build a template. For it, you need to know Photoshop or some software like that. But as a fact, in quality features, nothing comes close to Photoshop for designing.

This website is not a tutorial hub, rather its a image gallery for graphic designers where they can host their creation. There are thousands of vector arts hosted here which can be used in your designs, but following theor guidelines of use.

This is another website containing basic photoshop tutorials ranging from slicing layers to adding effect to images.
