To answer the original question having to do with a Web site designer where there is little to no HTML involved-similar to yahoo, I've been reccomending Web Dwarf V2 to a lot of my friends who want to start making websites but have no idea how to write HTML. It's free and very easy to use. Like yahoo, it's WYSIWYG and based of grids aswell as drag and drop. It also has a lot of cool features like rich text editing, linking, picture editor, and spell checker. When you're done designing your site, it can convert everything to HTML and format all objects (like images) to the right paths.
